Troublesome Clauses Demonstration
Description
The purpose of this demonstration is to track the frequency with which the Federal Government uses certain clauses in the terms and conditions of grants and contracts that are problematic for research institutions so that the FDP membership can more effectively and efficiently negotiate and execute agreements. An online database has been created to allow FDP member organizations to log in clauses that do not conform to institutional policy or guidelines. They can enter information about the situation, negotiations and outcome. Other enrolled institutions can search the database to see how certain clauses have been dealt with previously. All data entered is anonymous so institution and personnel names are not shown to other institutions searching the database.
Currently, the demonstration is focusing on science and security terms. COGR/AAU will use a subset of the data submitted, which will include the original 20 institutions that provided the data for the 2004 COGR/AAU “Troublesome Clauses” report, and independently write an updated Troublesome Clauses Report.
