Subaward Agreement Forms
FDP Versions I Non-FDP Versions I Supplemental I Attachment 2 Samples: FDP / Non-FDP I
The FDP subaward agreement form may be used by any FDP institution. For work with non-FDP agencies/institutions or for any non-FDP institution that is covered under A-110, the Non-FDP version of the subaward agreement form may be used. A “users group” monitors federal develops and attempts to keep the forms current. Federal agencies were represented on the FDP which approved the use of the forms and federal participants in the FDP were a part of the Task Force that created and tested the forms. However, the FDP makes no representation or warrantees regarding the suitability of these forms for use on any federal or non-federal sponsored projects. All users utilize these forms at their own risk.
Recent changes:
On January 4, 2005, the Office of Science and Technology Policy and the Office of Management and Budget issued a joint communiqué endorsing the use of the FDP model subagreement by all A-110 recipients and subrecipients of research grants and cooperative agreements. The letter concludes by stating “We encourage all recipients of research awards, whether members of FDP or not, to make use of this model subagreement as they deem appropriate to streamline collaborative research arrangements with universities and nonprofit organizations.” Click on the following to see the letter. As a result of action by the FDP, the master subagreement form was modified at the May 2004 meeting. The phrase “and any changes requiring prior approval” was added to item 6 on the first page of the agreement form. The new version is referred to as “June 2004.” Users are asked to update their masters accordingly.

Please note that these templates are boilerplates and should be revised according to your institution's policies and in accordance with the needs and location of the research project, etc. We are also providing a "Checklist of Additional Terms and Conditions to be Considered for Foreign Subawards," but strongly advise you consult appropriate campus officials to make sure the subaward you prepare meets your institution's and the project's requirements, and any special terms & conditions specified by the sponsor in the prime award.
About the Subaward Demonstration Project
- 55% of participating institutions responded to survey
- 768 subawards using the model subaward agreement form have been issued
- 746 of these were issued without changes
- 11 cases required major changes to be negotiated prior to signature
- On average, institutions saved 21 pages per subaward issued
- 16 institutions (73% of those responding) reported time savings
- 161 subawards were received by reporting institutions
- 156 were executed without changes
- On average, 13 pages were saved per received subaward
- 16 institutions experienced time savings in receiving FDP subawards
